The Short Version

The story takes place in a rain-soaked island city built around a dormant volcano. Its civic water loop connects the volcanic caldera, public infrastructure, and the institutions that regulate everyday life. The city remains beautiful and functional even as its systems become quieter, cleaner, and more over-managed.

Still Flexible

The city's visual-reference palette may draw from Las Vegas, an intact futuristic Atlantis, and Japan, but it should not resolve into a recognizable real-world culture.

The City

An island city under near-constant rain, built around a dormant volcano. It survives through excess, engineering, and a water system that appears improbably sustainable.

Setting traits: Abundant Vitality / Quiet Correction. At rest the city is wet, crowded, commercial, layered, noisy, improvised, highly engineered, and constantly adapting. Correction modulates that vitality by making it cleaner, quieter, more reliable, less cluttered, less wet, less interruptible, and easier.

Its contradiction is that a city sustained by circulation increasingly eliminates the irregularity produced by things actually changing. The horror is not overt dystopia; things become strangely easier.

Its decline appears as cleaner schedules, quieter districts, thinner weather, and fewer disruptions. Avoid overt dystopian spectacle.

The Dormant Volcano and Caldera

The volcano anchors the city's water system. Its caldera contains the Central Circulation Hub, the strongest natural reservoir in the loop, and the Arc 5 setting. When the correction apparatus and water loop break, the eruption and clean rain are physical consequences rather than the universe approving Rain's choice.

The Sacred Water Loop

The Sacred Water loop carries volcanic water through the city and back through its largely closed natural system. It is both civic infrastructure and the physical route that links the city to the caldera. Its weakening becomes visible in thinning rain and an increasingly static city.

The Water Ministry

The governing bureaucracy officially administers water, not people. Its public function is circulation, access, maintenance, and resource stability; management of Deviants follows from that function.

Its language is ordinary civic utility:

  • Circulation Adjustment Notice

  • Resonance Compliance Renewal

  • Household Flow Assessment

Forms say stabilization, renewal, and adjustment. They do not say deviant, correction, or extraction.

Never give the Ministry a single villainous face. It appears through offices, forms, schedules, and systems that continue without anyone visibly commanding them.

Nimbus Co.

A private contractor that builds and maintains Ministry infrastructure. Nimbus constructed the Imprint Vault's containment system and the prison's sensory-deprivation pods.

Nimbus appears through logos, crates, maintenance schedules, and equipment. No executive or named corporate antagonist is needed.

Commute Streets and Alley

Rain's ordinary route and the first route he leaves. The alley gives the story its first compressed transition from familiar public movement to the restricted Nimbus space.

Nimbus Imprint Vault

A restricted, corporate-secured room for confiscated Imprints and Shiori's equipment. Shiori breaches it to recover Gadget X, a recent device that was mundane when built. Her older goggles are a separate object already in custody; Rain follows through her breach, feels their Pull, and steals them. The goggles are logged as Nimbus property on loan to the state; their later recovery appears on the Arc 4 amnesty manifest as corporate asset recovery dressed as clemency.

Abandoned Asylum

Vesper's sanctuary and treatment space: pleasant, open-doored, and task-oriented. It should feel like a place that offers care and enclosure at the same time.

Sensory-Deprivation Prison

A Nimbus-built custody site whose pods pacify Deviants and political problems. The tank, rather than a guard, makes confinement feel infrastructural.

Circuit Line

A looping freight train. Arc 4 uses its repeating stations to measure the correction's advance and hold the amnesty's pressure in motion.

Caldera Rim and Central Circulation Hub

The final ascent and the hub at the center of the volcanic system. Together they provide the last gate, Vesper's chamber, and the physical breaking point of the water loop.
